The Greater Bengaluru Governance Act, 2024, is all set to introduce a three-tier governance structure in Bengaluru. It brings together all the parastatals in the city along with the five city corporations and ward committees on a single platform. The Greater Bengaluru Authority has been formed with the formation of the five corporations, which will replace the Bruhat Bengaluru Mahanagara Palike (BBMP).

About Greater Bengaluru Authority
- The GBA has 75 members, chaired by the Chief Minister and co-chaired by the Bengaluru Development Minister.
- It is to bring all parastatals together on a single platform for the first time.
- It also has as its members the chiefs of BDA, BNRDA, BMRCL, BMLTA, DULT, BMTC, BWSSB, Bescom, Bengaluru City Police, Fire and Emergency Services, DC, Bengaluru Urban.
- Furthermore, it has as its members all MLAs, MPs, MLCs, and Rajya Sabha MPs with a vote in Bangalore.
- The GBA will meet at least once every three months and will also comprise the Mayors and Commissioners of the five Municipal Corporations within the GBA area.
Greater Bengaluru Authority Administrative Structure
The administrative setup of the Greater Bengaluru Authority will have a Chief Commissioner under whom a Special Commissioner of Finance, Special Commissioner Administration, Revenue & IT, Special Commissioner Health & Education, Special Commissioner Climate Action Cell, Elections, Disaster Management, Public Relation & Coordination, Chief Town Planner, and Chief Engineer will function.
Functions of the Greater Bengaluru Authority
- Administration: Integrating and overseeing the activities of all parastatals. GBA will also carry out administrative functions and powers on the administration of City Corporations.
- Planning: GBA will serve as the planning authority for the Greater Bangalore Area.
- Projects: GBA will be involved in the formulation and execution of the major projects in the Greater Bangalore Area.
- Budget and Annual report: GBA will present an annual budget to the state government. It will also present an annual report containing its activities for discussion in both houses of the state legislature.
Other bodies involved
- The Executive Committee of GBA will be led by the Bengaluru Development Minister, with the GBA Commissioner serving as Member Secretary, and will consist of all heads of the city’s parastatals as its members. It shall meet at least once every two months.

- Sectoral Expert Committees – Urban, Regional and Town Planning; Infrastructure and Transportation; Environment and Climate Change; Social Inclusion, Education, Health and Welfare; Science and Technology; Information, Education and Communication (IEC).
