On June 28, 2016, the state government had formed the Auradkar committee headed by ADGP (Recruitment) Raghavendra Auradkar. The committee is formed to look into the various pay-related issues of the police department.
This committee was comprised of Kamal Pant, ADGP (KSRP), Hemanth Nimbalkar, IGP (CID) and Pratap Reddy, ADGP (CID) as members and Umesh Kumar, IGP (headquarters) as the member secretary.
Why Auradkar Committee
The committee was formed after a strike threat by the police. The committee submitted its report on June 28, 2016, recommended improving the working conditions of the police personnel through providing promotion, housing facilities and hike in the salary and allowance.
Auradkar Committee Recommendations
The committee made various recommendations after comparing the pay scales of police staff in 10 different states. This includes the pay and perks received by the police force of Kerala, Tamil Nadu, Telangana, Andhra Pradesh, Punjab, Rajasthan, Uttar Pradesh, Delhi, Maharashtra and West Bengal.
After a thorough study, the committee recommended a 30% hike in basic pay of the police personnel. The panel also suggested allowance for fitness, uniform, risk as such.
Nearly three years after now the state government decided to implement the report partially.
The then Chief Minister HD Kumaraswamy announced the implementation of this committee report after the final rites of Shivakumar Seer of Siddaganga mutt as he was impressed by the arrangements made by the police which was praised by one and all. Siddaganga seer breathed his last on January 21, 2019.
Police Department Pay Scale
As per Karnataka Civil Services (revised pay) rules, 2018, the government has revised the pay scale for the following cadres in the Police Department with effects from August 2019.

According to the home department sources, the committee report has been implemented without any changes at Police constables- head constables and reserve police constables and head constables salary. But when it comes to the other cadre officers, a number of changes have been made.
Auradkar Committee Sanctioned Strength Of Police Staff
Along with the salary hike report recommended increasing the strength of police staff. This newly sanctioned posts for the recruitment of a different cadre of police.

According to estimates, implementation of this report will result in an additional burden of Rs.630 crores for the state exchequer. The revised pay scale expected to be implemented from August once the state finance department approves the proposal which is signed by the then CM HD Kumaraswamy.
The ex Chief Minister signed the report on July 16 after a detailed meeting with the senior officials from the police department including DG-IGP Neelamani N Raju and home minister MB Patil.
