Karnataka Budget 2024: Highlights

Karnataka Chief Minister Siddaramaiah presented his 15th budget on Friday. The budget has been presented against the backdrop of implementing five guarantee schemes.

According to the CM’s budget speech, total revenue receipts of Rs. 2,63,178 crores is estimated for 2024-25, out of which Rs. 1,89,893 crores is state own tax revenues and Rs. 13,500 crores revenue is from non-tax revenue sources.

Total expenditure for 2024-25 is estimated to be Rs. 3,71,383 crores, which includes revenue expenditure of Rs. 2,90,531 crores, capital expenditure of Rs. 55,877 crores and loan repayment of Rs. 24,974 crores.  Revenue deficit is estimated to be Rs 27,354 crores. Fiscal Deficit is estimated to be Rs. 82,981 crores, which 2.95% of GSDP. Total liabilities at the end of 2024-25 is estimated to be Rs. 6,65,095 crores, which is 23.68% of GSDP.

Budget Announcements for Bengaluru

  • Digitalisation of 20 lakh properties in Bengaluru.
  • A tunnel road in Hebbal. 
  •  250 meters high Skydeck.
  • 1,334 new electric buses and 820 BS-6 diesel buses for BMTC. 
  • A vehicle tracking mobile app for BMTC women passengers. 
  • Sarvagna Park in Sarvagnanagara Assembly Constituency
  • Allowing all establishments to open till 1 am.

Devanahalli, Nelamangala, Hoskote, Doddaballapura, Magadi and Bidadi towns in the vicinity of Bengaluru will be developed as Satellite Townships with road and rail connectivity. 

  •  A new Knowledge, Health Care, Innovation and Research City (KHIR) in 2000 acres near Bengaluru. The new KHIR City will attract an investment of Rs.40,000 crore and provide employment to about 80,000 people
  • A sports city in 70 acres in Bengaluru north taluk. 
  • Four sports complexes under PPP model.
  • Astro Turf Hockey ground at Police Sulivan Playground.
  • Developing RK Shala Agricultural Farm under public-private partnership as a Knowledge Centre disseminating agricultural techniques.
  • Food park at Pujenahalli village.
  • Floriculture market under PPP model.
  • A bio CNG plant
  • A mother and child hospital is on the premises of KC General Hospital.
  • Rs. 20 crore in the next two years to set up 430 laboratories in Hub-andSpoke model to provide affordable and qualitative laboratory service in the city.
  • Robotic surgery at Institute Nephro-Urology, Bengaluru (Rs.20 crores)

Sector Wise New Schemes

CM in his budget announced a slew of new schemes. The major announcements include

IT and BT

  • A new initiative to support early-stage women entrepreneurs with a sector wise and targeted approach
  • A Centre of Excellence (COE) in Fintech, Spacetech and Automotive Tech at a cost of Rs.10 crores.
  • A new GCC (Global Capability Centers) Policy
  • In order to promote Agri-Startups in the state five acres of land will be provided to C-Camp Agri innovation park
  • Skilling & Innovation Centers will be set up by Karnataka Innovation of Technology Solutions (KITS), in collaboration with KEONICS  in emerging technologies across Kalaburagi, Shivamogga, Hubbali, and Tumakuru
  • An Institute of Advanced Genome Editing and Gene Therapy
  • A AVGC-XR Policy 3.0 for the period 2024-2029.
  • Organising Bengaluru India Nano International Conference this year.
  • A Science City in Bengaluru.

Tourism

  •  A world-class tourist attraction under public-private partnership at Brindavan Gardens, Krishnarajasagar dam, Mandya
  • Feasibility report will be prepared in association with IIT Madras for developing International Cruise and Tourism Port (ICTP) in Dakshina Kannada District. 
  • Feasibility report will be prepared to introduce water metro services in Gurupur and Nethravathi river of Mangaluru.
  • An airport at Raichur and Karwar
  • Signature Business Park near Kempegowda International Airport in Bengaluru
  • Rs 100 crores for the development of Anjanadri hill and surrounding areas of Koppal district where it is believed that Lord Hanuma was born.
  • In order to promote eco-tourism in the State, interpretation centres will be established at Bandipur, Dandeli and Kabini by Jungle Lodges and Resorts.

Sports

  • A prize money of Rs. 6 crore, Rs. 4 crore or Rs. 3 crore will be given for those sports persons who bag gold, silver or bronze medal respectively in the upcoming Paris Olympics. 

A prize money of Rs.35 lakh, Rs. 25 lakh or Rs. 15 lakh will be provided to sports person who bag gold, silver or bronze medal respectively in Asian games and Commonwealth games. 

Water Resources

  • Solar parks in backwaters and lands owned by Water Resources Department

Education

  • 2,000 Government Primary schools will be upgraded as bilingual schools (Kannada and English). 
  • NEET/JEE/CET Training programme
  • Free water and electricity supply to government schools and colleges upto pre university colleges.
  • Rs.100 crores towards upgradation of Bengaluru’s University of Vishweshwaraiah College of Engineering (UVCE) into an IIT.

Health and Medical Education

  • State-of-the-art Critical Care Blocks in 15 districts.
  • Sringeri, a world famous pilgrimage center will get a 100 bed taluk hospital.
  • Day-Care Chemotherapy Centres in all the districts.
  • Digital Mammography machines to 20 district hospitals.
  • Integrated and Public Health Laboratory (IPHL)  in all the district hospitals.
  • 114 Modular OT’s will be set up in medical college hospitals and super-specialty hospitals at a cost of Rs.177 crore
  • Viral Research & Diagnostic Laboratory (VRDL)  at Kodagu Institute of Medical Sciences.

Women and Child Welfare

  •  75,938 smart phones for Anganavadi workers.
  • Rs.1,000 monthly allowances for the caregivers to persons suffering from Cerebral Palsy, Muscular Dystrophy, Parkinsons and Multiple Sclerosis. 
  • With a view to improve the lives of gender minorities, monthly pension under Mythri scheme will be increased from Rs. 800 to Rs. 1,200.

Agriculture Department

  • Creation of Agriculture Development Authority 
  • Community Seed Bank to preserve local bred seeds
  • Namma Millet scheme to promote cultivation and consumption of the millets.
  • Creation of 5,000 water bodies
  • An Agri Accelerator Platform 
  • A Spice Park will be developed in Chikkamagaluru
  • One lakh women members of SHGs will be trained as coffee entrepreneurs in collaboration with coffee board.  2,500 Coffee Kiosks managed exclusively by SHG women will be set up at a cost of Rs. 25 crore

Fisheries

  • A well-equipped fishing harbour at Murudeshwar
  • Inland Fisheries Skill Development Centre at Alamatti in Vijayapur
  • State’s first sea ambulance
